r <br />B 6 199® <br />i QED 19 P`,E 45, <br />this Board reviewed the conceptual plan, are unapproved because <br />of the short timeframe, but they were attached to today's backup <br />material to give a general indication of what the Committee <br />considered when they were looking at this. <br />Chairman Eggert explained that what we are reviewing today <br />is our finalized interim plan, which is due February 15th, and <br />that we still have to submit a final comprehensive boating safety <br />and manatee protection plan by June, 1993. <br />Mr. DeBlois advised that one of the areas of particular <br />concern is the recommendation that an alternate site be <br />designated west of Pine Island for the Jungle Trail Narrows ski <br />site. That alternate site was discussed pretty extensively at <br />the public workshop meeting last week and the water skiers and <br />their representatives objected very strongly to the alternate <br />site because they feel that the Narrows is one of the best ski <br />areas in the County. The skiers also pointed out that the area <br />west of Pine Island is very shallow and has extensive grass beds <br />and oyster beds. If a skier were to fall in that area, he could <br />cut himself badly on the oyster shells. <br />Commissioner Scurlock asked if the recommendation to move <br />the ski area was based on manatee protection or bank erosion, and <br />Mr. DeBlois stated that it was based on a number of factors, but <br />mainly because of boater safety and the manatee counts. <br />Commissioner Scurlock believed that the erosion along Jungle <br />Trail is from the wake of the larger boats going through, not the <br />high speed type of boat that pulls water skiers. He asked if we <br />have the ability to control speeds and wake, and Mr. DeBlois <br />advised that Martin County.and Broward County have looked at <br />regulations on wake and speeds and have found that it is very <br />difficult to measure the wake and define "slow speed". <br />Mr. DeBlois reported that other concerns discussed at the <br />workshop were the grass beds in the alternate skiing area on the <br />west side of Pine Island; a slow speed limit in the St. Sebastian <br />39 <br />
