_I <br />FE B <br />6 1990 <br />BOOK <br />79 P>1a <br />47 <br />felt that if we imposed a 10 or 11 <br />inch wake limit <br />in the <br />Narrows, that would slow down the large transient boats that go <br />through there creating a 2-1/2 to 3 ft. wake. Those are the ones <br />that are causing the erosion, not the ski boats, which operate on <br />a plane and don't create any wake at all. <br />Commissioner Scurlock felt after reading the minutes of all <br />the recent meetings on this issue that there was a lot of <br />agreement on the need to protect the manatee and also a consensus <br />of opinion that the C-54 Canal was a high concentration area and <br />that either idle speed or no motors at all be allowed in those <br />highly concentrated areas, and also that the ICW is a highway and <br />should be maintained so that you can get from one point to <br />another. Commissioner Scurlock understood there were some <br />differences in the ski areas, but he felt the Narrows should be <br />left open and that the wake aspect of what damage and erosion is <br />occurring could be implemented without affecting the skiers. The <br />other thing that came through from reading those minutes is that <br />there was a very strong feeling that a seasonal approach is not <br />very good because there would be an inability to be consistent <br />and to enforce and to educate. It seemed to him that this matter <br />wasn't as complicated as he expected it to be, and suggested that <br />we leave the ski areas alone, do something for erosion as far as <br />wake is concerned, and impose restrictions for an idle speed or <br />no boaters in the highly concentrated areas that have been <br />identified. <br />Commissioner Bird asked if we have the ability on a local <br />level to regulate the size of wake in the ICW, and Attorney <br />Viā¢tunac advised that we would have to suggest it to the State, <br />and they would get a public hearing through the Corps of Army <br />Engineers, the DNR and the DER, and would adopt the rules for us <br />and allow us to put up the signs. He did not believe we could do <br />it on our own initiative. <br />Commissioner Bird didn't want to impose rules and <br />regulations that we cannot reasonably enforce, and Commissioner <br />41 <br />
