During those years he has observed manatees in <br />that stretch of the river all year round and he is 100% for the <br />protection of the manatees. However, he is in favor of allowing <br />waterskiing in the Narrows, because he feels that most of the <br />erosion along Jungle Trail is due to the wake from large boats. <br />To make matters worse, a lot of the mangroves were lost in the <br />recent freeze and those mangroves were a deterrent to erosion. <br />Frank Herhold, member of the'Sebastian Inlet Advisory Board, <br />advised that they are in full support of the need to protect the <br />manatee, but feel that the recreational users need consideration <br />also. He urged the Board to adopt regulations that are site and <br />seasonal specific, such as the plan they are considering <br />adopting. <br />Bill Moody, lifetime resident of Indian River County and <br />avid water skier, urged the Board to allow waterskiing in the <br />Narrows. The people who use that stretch of the river for water <br />sports are willing to go along with speed limits and certain <br />areas for the protection of the manatee, but would like to see <br />the County look into a few more areas for waterskiing other than <br />the 5 areas proposed. <br />Commissioner Bird stated he was ready to support a slow <br />speed restriction in the St. Sebastian River; probably a slow <br />speed area in the Moorings area and out to the Intracoastal; and <br />probably a limited wake area from the Wabasso Bridge south <br />through the Narrows; but that's all. That is where he is coming <br />from, as one Commissioner, and he didn't feel we need to pick out <br />specific areas where you can ski because what he is saying is <br />that you can ski anywhere except in those areas where there is a <br />slow speed limit or in the areas where it is known to have the <br />heaviest congregation of manatees. <br />Mr. Moody stressed the need for boating safety education and <br />the need for people to receive a certificate of education before <br />47 <br />s <br />r <br />
