ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />staff's recommendation as set out in the above memo <br />with no waiver of application and administrative fees. <br />MOORINGS 8 FLORALTON BEACH HOMEOWNERS ASSOCIATION STREET LIGHTS <br />(Tabled from 1/23/90 Meeting <br />The Board reviewed the following memo dated 1/15190: <br />TO: Board of County Commissioners DATE: January 15, 1990 FILE: <br />SUBJECT: MOORINGS E FLORALTON <br />BEACH HOMEOWNERS <br />ASSOCIATION STREET <br />LIGHTS <br />Joseph A. Baird, Director I * <br />FROM:Office of Management 8 Budget <br />and REFERENCES: <br />James Davis, Dir. of Public Work-�C? <br />The City of Vero Beach furnished streetlights to both Floralton Beach <br />Subdivision and the Moorings Subdivision prior to the County entering into <br />the governmental streetlighting agreement with the City of Vero Beach in <br />1987. Both Floralton Beach Subdivision (16 streetlights) and the Moorings <br />Subdivision (10 streetlights along SR AIA) were added to the governmental <br />agreement; however, the City of Vero Beach continued to bill them. At the <br />request of the City of Vero Beach, Indian River County staff in March 1988 <br />began trying to get the Moorings and Floralton Beach Subdivisions to enter <br />into an agreement with Indian River County. After several attempts to have <br />the Moorings enter into an agreement, we have been unsuccessful. <br />On August 17, 1989 Indian River County received a letter from John Kirby of <br />the City of Vero Beach indicating they would begin billing the County for <br />both subdivisions streetlights effective October 1989 which they did. <br />Unfortunately, we had not budgeted for this and are not receiving any <br />revenue from the Moorings and Floralton Beach Subdivisions to offset the <br />cost. Currently, the monthly cost is $105.94 ($1,271.28 annually) for the <br />Moorings and $125.91 per month ($1,510.92 annually) for Floralton Beach. <br />I have had conversations with Bert Hambleton of the Moorings Homeowners <br />Association and he does not seem interested in entering into an agreement <br />with the County for the following reasons: <br />1. The streetlights for the most part are located on AIA and benefit <br />other people besides those who live in the Moorings. <br />2. They do not like the terms and conditions set forth in the standard <br />streetlighting agreement such as paying a full year in advance, the <br />administrative charge, and the long term of the agreement, etc. <br />3. The Moorings Development Company has been paying the bill since <br />the lights were installed in -1970, -not _the_ Homeowners. -Association. <br />4.
