OBJECTIVE 3 CAPITAL IMPROVEMENTS <br />As part of the Capital Improvements Element, the county will have <br />an adopted 20 -Year Drainage Improvement Program, which guides all <br />drainage improvements in the county. - NO COMMENT <br />OBJECTIVE 4 INTERGOVERNMENTAL COORDINATION <br />By 1991, the County will have formal, established cooperative <br />relationships with federal, state, and local agencies having <br />stormwater jurisdiction within Indian River County. <br />- NO COMMENT <br />OBJECTIVE 5 PRESERVATION OF FLOODPLAINS AND FLOODWAYS <br />By 1994, the county will have a comprehensive floodplain <br />management plan. - NO COMMENT <br />OBJECTIVE 6 RECHARGE OF THE SHALLOW AQUIFER <br />By September 1990, the county as part of its land development <br />regulations will have requirements that stormwater management <br />systems be designed to provide recharge to the surficial aquifer <br />when soil conditions are conducive to recharge. - NO COMMENT <br />OBJECTIVE 7 WATER QUALITY PROTECTION AND IMPROVEMENT <br />By 2010, waterways outfalling in the Indian River Lagoon and <br />other receiving waters will meet Class II state water quality <br />standards. <br />Director Keating advised that the only change to the <br />Drainage Element is on Policy 7.6, which is now as follows: <br />POLICY 7.6: Indian River County shall reduce the quantity of <br />harmful dissolved solids, nutrients, heavy metals, chlorides, and <br />other pollutants in stormwater runoff entering the Indian River <br />Lagoon by incorporating Surface Water Improvement Management <br />(SWIM) Plan policies for the Indian River Lagoon in its land <br />development regulations and coordinating with the SJRWMD. The <br />County will coordinate with the SJRWMD on the SWIM Plan by: <br />Applying for SWIM funds for implementation of programs <br />designed to meet the goals and objectives of the SWIM Plan; <br />Submitting regular reports to the SJRWMD on progress of the <br />programs; and <br />Providing local information to the SJRWMD. <br />- NO COMMENT <br />OBJECTIVE 8 LAND USE <br />All land uses and land use densities will comply with the future <br />land use plan map.
