Fl - <br />1990 <br />BOOK 19 FAr,E <br />POLICY 1.6: The county shall continue to allow the use of septic <br />tanks in rural areas for single family units and for small retail <br />establishments utilizing tanks for domestic waste disposal only, <br />where approved by regulatory agencies. <br />Director Keating believed when we say "new development," we <br />are referring to subdivisions or site plans, and POLICY 1.6 <br />recognizes that we are going to continue to allow the use of <br />septic tanks on single family lots in platted subdivisions. <br />Commissioner Bird asked how this would work if he wanted to <br />develop a subdivision, and he was a mile from the sewer line. <br />Would he be able to develop it and use septic tanks? <br />Director Keating advised that it depends; it is all worked <br />out through a rather complicated matrix. If you are inside the <br />service area and have a subdivision within 1/2 mile of the <br />system, you would have to bring the water and sewer to you. <br />Commissioner Bird noted that only a very small percentage of <br />the unincorporated area within the Urban Service Area has sewer <br />capacity at this time. <br />Planner Rohani pointed out that if they met the requirements <br />for single family, we will let them build with septic tanks. <br />Commissioner Bird felt that Policy 1.1 is too strong and <br />that it needs to be modified to allow more flexibility. He <br />stressed that it says "shall be approved only when capacity is <br />available to provide sanitary sewer service." <br />It was pointed out that "sanitary sewer service" could mean <br />a septic tank. <br />Commissioner Bird felt the words " or septic tank" should be <br />added to Policy 1.1, but Director Keating pointed out that if the <br />new development is within a certain distance of a system as <br />specified in the connection matrix, it has to connect. <br />Commissioner Bird gave the example of the entire Kings <br />Highway corridor where there are no sewer lines and asked if you <br />can build there. <br />118 <br />
