Boa 79 PAGE 2r1 <br />Commissioner Bird referred to the permitting program "for <br />all package treatment plants and septic tanks" and hoped that we <br />are not getting back to the debate we had some months ago re- <br />garding requiring some kind of annual inspection and pump out. <br />He wished to know just what was meant by permitting because if it <br />includes some type of very expensive maintenance system, he has a <br />problem with that. <br />Planner Rohani noted that if the septic tanks are not <br />maintained, it could have an adverse effect on the environment <br />and the shallow aquifer; so, there should be some mechanism to <br />ask the public to maintain them properly. <br />Director Keating did not believe this requires pump out. <br />Attorney Vitunac advised that the financing for the new <br />septage and sludge facilities will require that we know who has a <br />septic tank, and there will be an annual permit paid by those who <br />have one to help finance the facility to take their septage; so, <br />there will be more than just an information permit. <br />Commissioner Bird believed when we talked about this before, <br />the debate was about mandatory pump out, and that is what he had <br />been concerned about. <br />OBJECTIVE 4 WATER CONSERVATION <br />By 1995, the county will reuse a minimum of 9% of its wastewater <br />by spray irrigation in locations approved by regulatory agencies <br />as identified in the Sanitary Sewer Sub -Element. - NO COMMENT <br />OBJECTIVE 5 CAPITAL IMPROVEMENTS <br />By 1995, the county will have completed improvements to the <br />sanitary sewer facilities as outlined in Table 3.A.12 of the <br />sanitary sewer sub -element. The county will also have completed <br />the additional expansion to the collection network as identified <br />in the sub -element. - NO COMMENT <br />OBJECTIVE 6 PACKAGE TREATMENT PLANTS AND SEPTIC TANK SYSTEM <br />By 1992, the county will have a set of mandatory requirements for <br />inspections, operation and maintenance of on-site wastewater <br />treatment systems (single family units are exempted), in order to <br />maximize the use of existing county facilities and discourage <br />urban sprawl. - NO COMMENT <br />120 <br />
