OBJECTIVE 7 INTERGOVERNMENTAL COORDINATION <br />By 1992, the county will establ-ish a regular coordination mecha- <br />nism with other local governments and agencies for an effective <br />system of potable water provision. <br />Chairman Eggert read the following policy, which has been <br />added to: <br />POLICY 7.5: As part of its standard franchise agreement, the <br />county will continue to receive a monthly and annual report from <br />franchised potable water providers to ensure maintenance of the <br />Level of Service standard established in Policy 1.3 of the <br />Potable water sub -element. Upon receipt of the report, the <br />County will inspect the franchised plant and issue a report which <br />will indicate the plant's available capacity. No development <br />will be approved by the County where the development's demand <br />would exceed the available capacity. - NO COMMENT <br />SOLID WASTE SUB -ELEMENT <br />Goal <br />It is the goal of Indian River County to have an efficient and <br />environmentally sound solid and hazardous waste management system <br />to prevent spread of disease, to promote orderly growth within <br />the county, and to meet existing and projected demand for manage- <br />ment and disposal of waste. <br />OBJECTIVE 1 SERVICE CONCURRENT WITH DEVELOPMENT <br />By 1989, the county will have and will continue to have an active <br />segment of the landfill which will have an adequate capacity <br />concurrent development. - NO COMMENT <br />OBJECTIVE 2 SPECIAL WASTE AND HAZARDOUS WASTE <br />By 1992, the county will have appropriate equipment and <br />sufficient capacity for the management of special wastes and <br />hazardous waste. There will be a 50% decreas in the number of <br />cases of improperly managed and illegally disposed of hazardous <br />waste in the county. <br />Chairman Eggert read the following policy which has been <br />added to: <br />POLICY 2.10: By 1991, the county Public Health Unit shall <br />perform regular inspections of private licensed waste handlers <br />to ensure that bio -hazardous waste, generated by medical , <br />establishments and handled by private firms, is properly managed. <br />When improper management of bio -hazardous waste is found during <br />an inspection, the private waste handler (the violator) will be <br />prosecuted and fined by the Environmental Control Board.
