B00� i F,{GE23J <br />POLICY 5.1: The county shall continue to follow existing <br />interlo'caT agreements with other local governments in providing <br />landfill capacity for solid waste disposal, for administering a <br />countywide recycling program, and for studying and implementing <br />new technologies. On-going studies shall identify the following: <br />New technology for recycling; <br />New methods for safe solid waste disposal; <br />Assessing the feasibility of implementing these new <br />technologies in Indian River County; <br />Cost/benefit analyses for promising technologies., <br />The county staff will continue to participate in the monthly <br />meeting of the Quad -county council of governments in studying the <br />formation of a Quad -county Resource Recovery Unit/Electrical <br />Generator Facility. The county is providing information and <br />staff time. - NO COMMENT <br />NATURAL GROUNDWATER AQUIFER RECHARGE SUB -ELEMENT <br />Goal <br />It is the goal of Indian River County to protect the function of <br />natural groundwater aquifer recharge areas, to prevent the <br />groundwater contamination and to extend the life span of the <br />aquifer through water conservation. <br />OBJECTIVE 1 PROTECTION OF WATER QUALITY <br />By 1995, all natural groundwater recharge areas will be protected <br />against all sources of contamination, and a minimum of 50% of all <br />prime natural,groundwater aquifer recharge areas, identified in <br />the Groundwater Basin Resource Availability Inventory (GWBRAI) <br />being prepared by the SJRWMD, will be left as a pervious open <br />space. <br />Chairman Eggert read the following policies, which have <br />additions: <br />POLICY 1.4: The county through its permitting processes shall <br />ensure that drainage detention structures for developments and <br />single family units meet the level of service standards specified <br />in the drainage sub -element and are located in appropriate places <br />to store and treat stormwater and gradually release water into <br />aquifer recharge areas as identified in the Stormwater Management <br />and Flood Protection Ordinance. <br />POLICY 1.8: Consistent with the findings of the feasibility <br />stay referenced in policy 4.11 of the Potable water sub -element, <br />the county shall discourage flood irrigation with water from the <br />Floridan aquifer by providing incentives for low volume irriga- <br />tion systems. - NO COMMENT ON ABOVE POLICIES <br />OBJECTIVE 2 PRESERVING THE QUANTITY OF THE SHALLOW AQUIFER <br />By 1995, the county will have no significant loss in the amount <br />of the groundwater in the shallow aquifer. <br />126 <br />
