By 1990, the county will have an adopted formal coordination <br />mechanism with existing planning groups and agencies to exchange <br />information and coordinate adopted level -of -service standards in <br />the comprehensive plan with municipalities, adjacent counties, <br />the region, and the state. - NO COMMENT <br />OBJECTIVE 3 IMPACT OF DEVELOPMENT IN OTHER JURISDICTIONS <br />By 1001, the county will establish a coordination mechanism with <br />municipalities, and adjacent counties to ensure that development <br />in one jurisdiction does not adversely affect the adequacy of <br />public facilities and services in other jurisdictions. <br />- NO COMMENT <br />Chairman Eggert noted that we have already been through the <br />objectives of the Capital Improvements Element, and she wished to <br />know if there is anything else that is a change from what was <br />there before. <br />Director Keating advised that there are only some minor <br />changes in the concurrency management system part, but if you are <br />talking about any new, new changes - no. <br />Chairman Eggert talked about the Concurrency Management Plan <br />on Page 266, and Director Keating noted there are changes on Page <br />270 and they are not underlined. He advised that C.I.E. is a <br />different animal; all the others are support documents. So much <br />in the CIE Element has to be adopted, we had to put this in. Our <br />policy was for all the changes within the elements, we didn't go <br />in and do the underline and strike -through. What you will see is <br />under the Transportation Facilities criteria, we have put in all <br />the criteria that are referenced in the recent rule change that <br />lets us take any traffic improvement that is within the first 3 <br />years of a 5 year CIP and consider that capacity in place.
