Keating, AICP AM K <br />Community Development Director <br />DATE: January 30, 1990 <br />SUBJECT: COMPREHENSIVE PLAN ADOPTION <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 13, 1990. <br />DESCRIPTION & CONDITIONS: <br />As indicated in an earlier memo to the Board, the county has <br />received its ORC (Objections, Recommendations, and Comments) <br />report from the Department of_Community Affairs (DCA). The ORC <br />report is the state's assessment of the county's draft <br />comprehensive plan in terms of compliance with state rules and <br />consistency with state objectives. It is the ORC report <br />objections and how they are addressed by the county that will <br />determine whether the comprehensive plan will be approved (found <br />in compliance). <br />According to state law, the county has 60 days from receipt of the. <br />ORC report to adopt its comprehensive plan. In adopting the plan <br />the county must address DCA's objections. If those objections are <br />not adequately addressed, the comprehensive plan will be found <br />"not in compliance" by DCA. Staff has reviewed the ORC report <br />and, based on direction provided by the Board of County Commis- <br />sioners, has made appropriate revisions to the plan elements. <br />ALTERNATIVES & ANALYSIS: <br />Two options exist regarding adoption of the comprehensive plan <br />document itself. The first is to adopt the entire plan as <br />written, including the background data, existing conditions <br />section, and the analysis portions. The second option is to adopt <br />only those portions of the plan which state law requires be <br />formally adopted and maintain the other portions of the plan as <br />support documents. <br />It is staff's position that only the sections of the plan mandated <br />for adoption by the state be adopted. These are: <br />° The goals, objectives, and policies of.each element; <br />° Capital Improvements Element including: <br />- Requirements for Capital Improvements implementation; <br />- Procedures for monitoring and evaluation of the Indian <br />River County Plan; <br />23FEB) 1121) <br />1990 MOK <br />
