M <br />industrial development in the county. They believe this require- <br />ment is not being applied equally statewide and that it would put <br />us at a disadvantage. Their position is clearly that this <br />requirement should be deleted from the Land Use Plan for <br />industrial. <br />Tashkede Properties - Attorney Steve Henderson came before <br />the Board representing Tashkede Properties, owners of about 2900 <br />acres immediately adjacent to SR 512 and Route 60, the NE <br />section. Attorney Henderson advised that they have been going <br />about 12 months of permit application with St. John's, DER, the <br />Corps of through St. John's, the Corps of Engineers, and EPA. As <br />a result, they already have had to set aside 450 acres of very <br />questionable wetland, and this rule would possibly require an <br />additional set-aside. Attorney Henderson wished to have a <br />definition of "uplands." <br />Planner DeBlois stated that the assumption is that it is <br />clarified in itself as being those lands other than jurisdic- <br />tional wetlands. The reference here specifically are native <br />plant communities, and they are identified in the support <br />documents of the Conservation Element. <br />Attorney Henderson was -curious as to how the determination <br />is going to be made, insofar as AG properties are concerned, and <br />Planner DeBlois explained that improved property, for instance <br />citrus that has been in production, is not included. In the <br />western county we are talking mostly pine flatwoods. Cypress <br />swamps would not be included in this category because those are <br />considered under the wetlands. <br />Director Keating noted that this is the plan and the <br />implementing mechanism will be the Land Use regulations that are <br />developed. Those will provide the procedure for determining <br />exact boundaries and will also provide for an appeal mechanism. <br />He stressed that it won't be a staff decision on its own; it <br />probably will be an appeal to the P6Z Commission. <br />3 5fil* e c 4 <br />� i <br />
