If the law permits a taking of the nature proposed through the <br />planning process, common sense says there is something wrong, and I <br />would hope that the County Commissioners would not succumb to <br />pressure by planners of the Department of Community Affairs and <br />Regional Planning Council and would adopt a plan that is responsive <br />and fair to the people of Indian River County. <br />If these proposed rules and regulations are truly in the interest <br />of public benefit and welfare then you and I and all of the citi- <br />zens of Indian River County should share in the cost and not place <br />an unfair burden on the shoulders of undeveloped land owners. <br />I urge you not to adopt these recent changes to the plan without <br />further public review and explanation with those citizens of our <br />County that are so greatly affected. <br />Over the years, you and those Commissioners before you have done an <br />excellent job in directing the development of Indian River County <br />and its unique characteristics.
