Mascola, CPOO Manager <br />Division of Purchasing <br />SUBJ: IRC BID#90-23-LABORATORY SERVICE TESTING <br />On request from the Utility Division the Subject Bid <br />for Laboratory Testing Service was properly advertised <br />and Sixteen (16) Invitations to bid were sent out. On <br />Nov. 22, 1989 bids were received. Four (4) vendors <br />submitted proposals for the commodity. <br />ANALYSIS: <br />Staff has reviewed the submittal to ascertain adherence to <br />specifications. Envircanetrics was the low responsive and <br />responsible bidder that met all requirements. Flowers was <br />the lowest bidder. Their pick up point did not meet speci- <br />fication and their EPA rating was unacceptable. Bio -Services <br />was the second lowest bidder and the bid did not contain any <br />EPA, DER, or HRS rating information as per the scope of the <br />service. The bid was inccanplete. <br />The Envirometrics bid includes an approved QA/QC plan, an EPA <br />rating of 93% acceptable analyses and an affidavit that the <br />business is a minority enterprise. Enviroanetrics will subcon- <br />tract analyses not performed in-house to ABC Research, who also <br />has an approved QA/Qc plan. <br />Fa <br />
