Discussion then continued in regard to eliminating <br />Alternative Policy 6.12. <br />Commissioner Bowman stated that she would like to see some <br />way set up to buy these parcels. <br />Commissioner Bird agreed and reiterated that he would like <br />to eliminate Policy 6.12 and work towards a mechanism to acquire <br />these properties and put them into public ownership. <br />Director Keating noted that we can establish the parameters <br />right here, and he felt what it comes down to is who does the <br />Board want to pay - do they want it bonded so that everyone will <br />pay through the General Fund or would they prefer to do it <br />through impact fees just on the new people coming in. <br />Commissioner Bird felt that we should look for a fair and <br />equitable formula based on a combination of those who are here <br />now and those coming in the future, plus grant funds, etc., and <br />then each year set aside a certain amount in the budget. <br />Commissioner Scurlock noted that the impact fees can't make <br />up for any backlog; so, the first job would be to inventory the <br />entire county and that would require substantial expenditure in <br />some budget and a major effort. <br />Discussion continued regarding various funding alternatives. <br />Commissioner Bird noted that he would like to try a Motion <br />to eliminate Policy 6.12 and asked if we could just eliminate <br />that or should we just substitute something in its place. <br />Director Keating advised that to make this policy work at <br />all, it needs to be specific, i.e., that we are going to out out <br />in "X" amount of time and acquire "X" amount of acreage with "X" <br />funds. <br />Commissioner Scurlock noted that we can't do that because it <br />would require a referendum if you are going to use General <br />Obligation Bonds. <br />Commissioner Bird believed it has been pointed out clearly <br />today that there are a lot of mechanisms already in place to . <br />63 <br />�sBOOK <br />
