Mr. Morrison stressed that The Civic Association does not <br />concur with Tallahassee's thinking that it is necessary to impact <br />people and increase those densities. The character of this <br />county is low density, and he did not feel we have relinquished <br />our right of self-determination. Mr. Morrison agreed that growth <br />management is essential in this state, but the implementation <br />taking place is a denigration of our lifestyle. He did not think <br />their intent was to remove our self-determination when we are <br />doing it in a constructive fashion, and he felt what has happened <br />in Dade County is what would result from the recommendations made <br />by DCA. He also was highly indignant about the proposal for more <br />mobile homes, especially since they are very vulnerable in <br />hurricanes and very dangerous if they catch on fire, added to the <br />fact that they do not pay adequately for the services they <br />demand. Mr. Morrison attacked the whole concept of DCA's <br />implementation. <br />Mrs. Jeannette Lier, pioneer county citrus grower, wished to <br />have exactly what native vegetation and native plants consist of <br />spelled out. <br />Chairman Eggert felt it is defined in some of our background <br />material, and we have lists.of specific plants. <br />Planner DeBlois confirmed that we do list nuisance exotic <br />plants, and the remainder would fall into the native categories. <br />Mrs. Lier contended that what is a native plant is what was <br />growing here when she was a child and that is not necessarily <br />what is growing here now. <br />Chairman Eggert stated that we will make this more specific <br />in our Land Use Development regulations, which are in the process <br />of being done and must be passed by September 1st. <br />Mrs. Lier next referred to Policy 4.6 under the Solid Waste <br />Sub -Element, which states that by September 1990, the county will <br />adopt an ordinance prohibiting open burning by requiring the use <br />of air curtain incinerators when recycling is not feasible.
