r <br />FEB I 'iAo <br />BOOK 79 9 F,. ,E 189 <br />Mr. Risinger advised that Mr. Freeman has an 80 acre tract <br />immediately west of 1-95 and immediately south of Oslo Road. <br />There is a small wedge shaped piece of property owned by the DOT <br />in between Mr. Freeman's property and the western R/W for 1-95 <br />This property presents a unique land designation problem in that <br />it obviously serves a higher and better use than 1 unit for 10 <br />acres as presently designated. The intersection of 1-95 and Oslo <br />Road is designated for a future interchange, and he understands <br />the dilemma in designating MXD at this interchange without the <br />interchange being physically in place, but would contend given <br />the build up of anti sprawl policies, that such areas where <br />future infrastruccture is at least identified in the Comprehen- <br />sive Plan should be designated as special policy zones. Mr. <br />Risinger read his draft of a proposed policy statement into the <br />record, as follows: <br />PROPOSED TEXT CHANGE: SPECIAL POLICY ZONES <br />POLICY 1.31: The county has established special policy zones <br />where the provision of infrastructure as <br />identified in the comprehensive plan may <br />justify land uses more consistent with that <br />location. These special policy zones include <br />future interchanges with I-95 as shown on the <br />land -use map. <br />Mr. Risinger felt the above is an important part of <br />establishing this site and others like it as having a higher and <br />better potential use without actually having to identify it now <br />in the Comprehensive Plan. <br />Paul Freeman next addressed the Board in regard to his 20 <br />acre parcel at the northeast corner of 8th Street and King's <br />Highway down the street from the new Glendale Elementary School. <br />Though he has not developed in Indian River County, he does <br />extensive development in Lee County and is familiar with going <br />through the DRI process. Mr. Freeman noted that one of the <br />county's objective supposedly is to prevent urban sprawl and keep <br />your services affordable to the people, and Indian River County <br />also wants.to keep a low rise, low density community, which he <br />82 <br />_I <br />
