The Motion <br />was voted on and carried unanimously. <br />Commissioner Scurlock noted that this will be county -wide <br />unless any of the municipalities specifically address the matter. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously adopted <br />Resolution 90-23, establishment of civil penalties for <br />specific sections of the Animal Control Ordinance. <br />Commissioner Bird felt that we should publicize this and <br />give reasonable notice of the requirements of this ordinance so <br />that owners have time to equip their trucks properly to comply <br />with the ordinance. <br />Commissioner Scurlock wanted to see a quarter page ad about <br />the adoption of this ordinance and the significant changes with <br />regard to restraining dogs in the back of an open vehicle. <br />Attorney Vitunac suggested making the effective date a <br />little later so that people can get insurance, and Attorney <br />Brennan advised that Director Wright had considered a grace <br />period where only warnings would be issued. <br />Director Wright explained that was his reference to an <br />educational period.
