EPA "NO DISCHARGE" NATIONAL POLLUTANT DISCHARGE ELIMINATION <br />SYSTEM PERMITS <br />DATE: <br />The Board reviewed the following memo dated 2/7/90: <br />FEBRUARY 7, 1990 <br />TO: JAMES E. PINT <br />DIRECTOR OF UTIL ERVICES <br />SUBJECT: EPA "NO DISCHARGE" NATIONAL POLLUTANT <br />DISCHARGE ELIMINATION SYSTEM PERMITS <br />PREPARED AND STAFFED BY: JOHN F. LANGtL' <br />ENVIRONMENTAL SPECIALIST <br />DEPARTMENT OF UTILITY SERVICES <br />BACKGROUND <br />The Department of Utility Services has been required by the U. S. <br />Environmental Protection Agency to apply for NPDES permits for all <br />wastewater treatment plants. The Department has received or will <br />shortly receive a "No Discharge" Permit for the following wastewater <br />treatment plants: <br />West Regional <br />Gifford <br />Vista Royale <br />Vista Gardens <br />Laurelwood <br />River Edge <br />Breezy Village <br />Sea Oaks <br />The requirements of these permits are a short one-page report <br />concerning sludge disposal practices, a copy of the FDER mandated <br />sludge analysis, a listing as to sludge quantities generated from <br />each facility, and an analysis of the sludge from each facility as <br />detailed in the Congressional Federal Register. The intent is to <br />track sludge generation nationwide. <br />ANALYSIS <br />The laboratory analyses as detailed are a required sampling in the <br />first year of each permit, as evidenced in the attachment. The cost <br />shall not exceed $10,000.00. These funds were not budgeted during <br />the budget preparatory process, as the first permits were not <br />received until October 1989. Analysis lag time will be <br />approximately 45 days and sampling kit preparation will be <br />approximately 10 days. The Breezy Village facility's sludge has <br />been exempted from analysis, as that facility is to be <br />decommissioned with the North County system construction. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board of <br />County Commissioners authorize the spending of not more than <br />$10,000.00 for the required permitted analyses from Account No. <br />471-218-536-033.19 (Other Professional Services - Sewer).
