road improvements. It is just not a prosperous time in the State <br />of Florida, and he believed that Indian River County would be <br />impacted to the point of going back to providing the essential <br />services of safety, health and welfare. <br />Commissioner Scurlock noted that the key question that came <br />out of this meeting was what can the counties do to get the most <br />improvement with the fewest dollars, and the answer is <br />maintenance of your existing system. He strongly recommended <br />that this county create a stormwater management utility, and work <br />with the drainage districts because they transgress each other's <br />turf and come up with a standard culvert and size because what we <br />have done is put a big pipe with a little pipe which results in <br />retention ponds. He felt we could implement funding of our <br />existing maintenance program through the establishment of a <br />utility and move that out of the Public Works budget. Then, as <br />we have more time, get somebody on Board to analyze in depth the <br />entire county in terms of capital improvements. So, the first <br />phase would be to get something in place for maintenance, and the <br />second phase would be to get a long-range capital improvement <br />plan. Commissioner Scurlock felt we could do that very quickly <br />and he would urge the Commission to request the County <br />Administrator to move ahead with that. <br />Administrator Chandler advised that they have been looking <br />at it and trying to formulate some ideas to bring back to the <br />Board in the near future. He noted that during the development <br />of the new Comp Plan, the emphasis was on drainage and the <br />implications of that both for short and long range plans. <br />DISCUSSION_ REGARDING NEXT YEAR'S BUDGET SCHEDULES <br />Commissioner Wheeler felt the concensus is that we would <br />like to get rollback on our taxes this year, and would recommend <br />that that we send a letter to the constitutional officers and to <br />,J nc�w <br />77 I FaGE ��r✓ <br />
