Bid #90-33-- D7H Tractor <br />The Board reviewed the following memo from the Purchasing <br />Manager: <br />DATE: January 25, 1990 <br />TO: BOARD OF COUNTY <br />THRU: James E. Chandler, County Administrator <br />H.T. "Sonny" Dean, Director <br />Department of General Servic <br />FROM: Dominick L. Mascola, CPP Manager <br />Division of Purchasing <br />SUBJ: IRC BID#90-33/D7H TRACIOR <br />On request from the Solid Waste/Landfill Division the bid <br />for the D7H Tractor was properly advertised and Ten (10) <br />invitations for bid were'sent out. On January 24, 1990 bids <br />were received. Two (2) vendors submitted proposals for the <br />equipment. <br />ANALYSIS: <br />Staff has reviewed the submittal to ascertain adherence to <br />specifications. Florida Equipment and Service was the low <br />bidder with a Liebherr PR741 but did not meet the minimnn <br />specifications. (See Memorandum). Kelly Tractor was the <br />low responsive bidder with a Caterpillar D7H Tractor that <br />met all specifications. <br />FUNDING: <br />Monies for this equipment will come from the CIP Equipment Account. <br />There was $181,500.00 budgeted, the additional $30,012.00 will be <br />a money transfer from the bond issue contingency fund. <br />REOOAM'ENDATION: <br />Staff recoau ends the Award of the bid for $211,512.00 to <br />Kelly Tractor Company for the subject commodity - <br />Commissioner Scurlock noted that he previously had expressed <br />some concern about having specifications broad enough so that <br />people can bid, and he has been assured by Purchasing that at <br />least four bidders could have met the specifications on this but <br />chose not to bid. Commissioner Scurlock continued that on this <br />particular item, it looks on the surface as if we could have <br />saved $40,000 by going to a lighter piece of equipment, but staff <br />told him that isn't what their recommendation would have been <br />even if it met the specifications because they need the extra <br />16 <br />
