_ M M <br />Director Davis stated that his -opinion is that it should <br />connect both to U.S.I and 134th Street, and that is what he would <br />have recommended. Churches in the county historically connect to <br />local roads as well as main thoroughfares, and it is good to have <br />multiple connections. <br />Commissioner Scurlock made the further point that <br />traditionally we have allowed churches in almost any zoning area <br />so they are integrated into the community. This particular <br />situation is no different than with any other church in Indian <br />River County. They all have parking problems at peak use and <br />they all have a significant impact on the residential areas. He <br />personally lived near St. Helen's for 20 years and learned to <br />adjust to the traffic at certain times. He stressed that the <br />church is in this location; it is existing; and we need to deal <br />with it. <br />Further discussion ensued regarding other possibilities, <br />i.e., having 134th Street a one-way connection rather than having <br />the barricade, using 133rd Street to the south, having someone <br />direct the traffic, etc. <br />Director Davis pointed out that the problem with directing <br />traffic is that it takes more than one officer to manage it on <br />U.S.I. It would be much easier to control the traffic at 134th <br />Street. <br />Commissioner Wheeler had a problem with the fairness of <br />saying when the church wishes to make this a thoroughfare, it is <br />okay, but the rest of the week you can't do that. He felt this <br />problem should have been addressed when the church was built. <br />Commissioner Scurlock also had a real problem with saying it <br />is a public road, but you can close it at certain times. As to <br />the economics involved, he believed if you put a traffic counter <br />out there and determine that the benefit is 98% to the church, <br />then they should be charged with that 980. They are doing a good <br />job; their congregation very probably will continue to grow; and <br />he felt we should see how important this is to the church. He <br />FEB 27 1990 35 EUOK.
