s � � <br />Page 12 <br />February 19, 1990 <br />As identified in the Capital Improvements Element, traffic <br />circulation improvements are funded from a variety of sources. <br />These include traffic impact fees, gas taxes, 1� local option <br />sales taxes, and others. The expenditures related to these <br />sources are programmed for various years. Where a development <br />project requires that some of these expenditures occur sooner than <br />programmed to address a potential service level deficiency, the <br />board must approve this timing change. In some instances the <br />project developer may be required to pay for certain improvements <br />whose timing is not consistent with his project needs. In this <br />case all developer costs have not been specifically identified, <br />because the DRI application has not yet received a sufficiency <br />determination. Consequently, the DRI development order may <br />specify that the developer be responsible for a larger share of <br />the roadway improvement costs, reduce the scope of the project, or <br />revise its timing. <br />The following table provides capital costs for required <br />improvements. These costs are also reflected on revised tables 4.7.2 <br />and 4.7.3 of the Traffic Circulation Element. <br />Because of the traffic circulation improvements required by this <br />land use amendment, the Capital Improvements budget must be <br />amended to identify the funding sources for the $6.475 million in <br />traffic related improvements. Since the county has adopted a <br />traffic impact fee, most roadway and transportation related <br />improvements are funded from that source.
