He also discussed the other condition that the <br />project can be designed within 60 or 90 days. <br />Director Pinto felt it can be designed without any problem <br />within 60 days, and it would enhance the speed that the project <br />could be constructed if any developer out there wanted to come in <br />and lend assistance to getting it developed quicker. He would, <br />however, like to have 90 days. <br />Director Pinto explained that the Computer Aided Drafting <br />System is something the Department needs as a whole. It is not a <br />real involved system, and while he is not anticipating personnel <br />at the present time for this part,Ycular job, they are looking at <br />some positions the Department has and may change a position title <br />to enable that person to work on a CAD system. <br />Commissioner Scurlock had one other element. He wished to <br />make sure it is clear that on the projects where we have allowed <br />someone to design, construct and convey, and the potential in <br />this case of constructing and conveying, that is contingent on <br />that development fronting the money for such activity, and when <br />those dollars are repaid, they either get credits against impact <br />fees or any compensation back to them comes as the individuals <br />participate in the system. He asked if that is how we handle it. <br />Director Pinto confirmed that it is. He further explained <br />that what makes a project of this size something we look at is <br />the ability to assess the full benefit of the project. <br />Commissioner Scurlock pointed out that this process is <br />geared to the benefit of the county, not the developer. <br />Chairman Eggert wished further clarification regarding what <br />was said about adding staff, and Director Pinto advised that they <br />are not talking adding any personnel for this particular project. <br />Administrator Chandler added that as we get into subsequent <br />fiscal years and our ability grows to design more of these <br />smaller projects in house, there may or may not be requests for <br />additional people. <br />72 <br />
