Attorney Brennan wasn't sure who pays for the course or <br />program, and Commissioner Wheeler pointed out that we are <br />requiring something that we are not set up to handle at this <br />point. He assumed that if the Board passes this today, the 90 -day <br />effective date would give us enough time to iron that out. <br />Attorney Vitunac suggested that it read "to complete such a <br />course or program, if available.", and the Board indicated their <br />approval of that change. <br />Attorney Brennan noted that it doesn't require that the <br />course be offered by the Sheriff's Department, just that it be <br />certified by the Sheriff's Dept. <br />Chairman Eggert opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter. <br />Bob Valentino with Hale Indian River Groves in Wabasso <br />explained that they also operate a Shell gas station on SR -60 near <br />1-95, emphasizing that the Shell Oil Company requires them to stay <br />open 24 hours a day. In fact, most gas stations in this county <br />would prefer not to remain open, but are required to because of <br />their lease agreements with the oil companies. Mr. Valentino felt <br />the live access camera is the most important part of this <br />ordinance. They have had a live access camera for quite some <br />time. It records 24 hours a day both audio and visual. The clerk <br />can activate it by one of 3 different methods: A remote button if <br />he is not behind the counter; a button at the counter; and by what <br />is called a money clip in the cash register drawer. If there is a <br />holdup, he pulls that bill out and within 60 seconds a security <br />guard at a remote location can see and hear everything that is <br />going on in the store, and then notify police that there is a <br />holdup in progress and that it is not a false alarm. Mr. <br />Valentino felt that is more important than having two people in <br />front of a gun. The guard's voice can intimidate the holdup <br />person.
