EMERGENCY ITEM <br />I <br />BANK LOAN INTER sT <br />TO: James E. Chandler, ACCRUING <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Request from Christopher Schlitt, owner of Lot 14, <br />Block J - Unit 2, Pinetree Park S/D for additional <br />compensation for 4th Street Right -of -Way <br />RE: Christopher P. Schlitt to Jim Davis dated 3/2/90 <br />DATE: March 7, 1990 <br />DESCRIPTION AND CONDITIONS <br />On February 6, 1990, the Board authorized purchase of <br />Lot 14, Block J, Unit 2, Pinetree Park Subdivision from <br />Christopher Schlitt for $8717.50 for additional right-of-way <br />along 4th Street. Since that time, Mr. Schlitt has advised <br />the county that his existing mortgage on the property is <br />$9,834.31, which is $1,176.81 more than the county offered <br />to compensate Mr. Schlitt. At this time, Mr. Schlitt is <br />requesting the full $9,834.31 compensation for the lot. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />ALTERNATIVE #1 <br />Approve the additional compensation of $1,176.81 <br />ALTERNATIVE #2 <br />Staff has reviewed aerial photography of the 4th Street <br />corridor and has determined that it would be possible to <br />acquire undeveloped pasture land south of the Indian River <br />Farms Water Control District Sublateral Canal Right -of -Way. <br />At this time, we are communicating with the Drainage <br />District, regarding relocation of the sublateral canal. If <br />the District will permit relocation, the future cost is <br />estimated at $100,000.00 for 5 acres of pasture/grove -land <br />as compared to $1,080,000.00 for single family lots and 18 <br />houses if we acquire right-of-way north of the sublateral <br />canal. Verbally, the I.R.F.W.C.D. staff has indicated that <br />sublateral canals can be relocated based on past policy. If <br />for some reason the Board of Supervisors does not permit <br />relocation, a divided boulevard roadway could be implemented <br />without the need to relocate the canal. This would allow Mr. <br />Schlitt to build on his lot. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that staff pursue Alternative #2 at <br />this time. <br />Director Davis informed the Board that he has written the <br />Drainage District asking for formal approval to relocate the <br />canal to the south. This alternative represents a possible <br />saving to the County of about $900,000. <br />Commissioner Scurlock asked if this recommendation would <br />allow Mr. Schlitt to build on his lot, and Director Davis <br />53 ., <br />MAR 131990 <br />
