(COMMISSIONER BOWMAN SECONDED THIS MOTION <br />FURTHER ON IN THE FOLLOWING DISCUSSION) <br />Under discussion, Commissioner Wheeler could support the <br />Motion if the cost of the survey were to be assessed to the lot, <br />but Commissioner Bird felt that the County was wrong also in <br />buying the property without having it surveyed. He believed <br />there was a certain assumption there that day when Mr. Levy was <br />shown the property within the fenced -in area. <br />Commissioner Bowman pointed out that you have a public <br />nuisance here and a very negligent landowner who paid no <br />attention to the property whatever, and she saw no reason why the <br />County should eat $10,000. <br />William Koolage, 815 26th Avenue, recommended that whenever <br />the County does a survey or hires a survey done, they pay the <br />additional minimal cost for concrete monuments. <br />Mr. DeBlois advised that we have pictures from the 1987 <br />cleanup, but we don't have pictures of this latest abatement. <br />Commissioner Bird felt that was another lesson to be learned <br />today, that if we are going to demolish structures and clear <br />property, we take before and after pictures so that we build our <br />case. He noted that his Motion still stands to have the survey <br />done and have the County Administrator come back with a recommen- <br />dation on how the charges are to be assessed. <br />Attorney Collins advised that we could not assess the owner <br />of Lot #14 at this point since the nuisance has been abated and <br />the owner of Lot #14 wasn't notified and didn't have an <br />opportunity to be heard or contest the matter. <br />Commissioner Bird felt we may have to eat that part that is <br />attributable to Lot #14. <br />Commissioner Wheeler was in favor of tabling this to give <br />Mr. Levy an opportunity to get a survey done and find out whether <br />28 <br />
