Director Davis advised that Robert Nall, attorney for the <br />property owner, is requesting that the County purchase the entire <br />parent tract, which is approximately 11.91 acres for the <br />appraised value of $162,320. County staff considered the <br />counteroffer and found that there are some advantages to <br />acquiring the entire parent tract. Those advantages would <br />include the elimination of potential driveway connections along <br />the west side of Indian River Boulevard. In addition, that <br />property is fairly low in nature and it could serve to enhance <br />the overall drainage ability of that section of the county. It <br />is recommended that the County accept the property owner's <br />request to sell the entire 11.91 acre tract for $162,320. The <br />funding would be from Fund #309 Indian River Boulevard North <br />Project account. Revenue sources for that account include <br />traffic impact fee revenue from District #5 in addition to gas <br />tax revenue. <br />Commissioner Bird asked if this section of the Boulevard <br />would be on pilings, and Director Davis explained that the Main <br />Relief Canal would be bridged in its entirety. There would be a <br />fill section to the north of the bridge that would traverse the <br />alignment along this property. It would not be up on pilings; it <br />would be a filled section in that area. With regard to the water <br />flow, there is a connection from that area to the Main Relief <br />Canal. <br />Commissioner Bowman asked if there would be a road <br />connection under the road between that 6 acres on the west side <br />of the road and the mitigated area (Impoundment No. 22) on the <br />east side of the road. <br />Director Davis explained that there is a dike around the <br />impoundment that we would maintain access to and we would have to <br />provide some kind of driveway connectors and roadways so that we <br />could utilize the dike in managing the impoundment.
