They feel <br />the traffic should be sent past the commercial areas, and Mr. <br />Wild advised that the residents see many cars with license plates <br />from Village Green, Heron Cay , all those mobile home type areas <br />out there, using their street. He personally has seen them, and <br />if they drive slowly, that is one thing, but when they are going <br />40 or 45 mph, it is a real hazard and you can't get out of your <br />driveway. <br />Commissioner Bird pointed out that those people are <br />taxpayers also, and they are entitled to use that public road. <br />They are not entitled to misuse it, however, and he would be in <br />favor of having as tough speed enforcement there as possible, but <br />he thought because of the curbing situation, it is a difficult <br />place for anyone to ride bicycles. He, therefore, believed that <br />we should proceed with working together with.the property owners, <br />especially on the north side of the street, to try to acquire the <br />R/W necessary to build a bicycle or pedestrian path. <br />Mr. Wild stressed that they just want the Board to do <br />something to make it a little bit of a hassle to drive down that <br />road so people will avoid it. He stated that it is not just <br />Heron Cay. people, it is anybody, and kids, too. <br />Commissioner Bird believed the Board has been told by Public <br />Works that the Green Book does not recommend 4 -way stops, and he <br />felt for the County to go in and artificially create a 4 -way stop <br />to slow traffic possibly could put us in a liable situation. <br />Public Works Director Davis explained the warrant criteria <br />we use for analyzing the need for 4 -way stops, 3 -way stops, <br />traffic signalization, etc., and advised that if we deviate from <br />that standard traffic engineer methodology or accepted practice, <br />staff feels the County is more open to having traffic laws either <br />thrown out of court or not upheld. Also from a liability <br />standpoint, being self-insured, he believed it is better to stick <br />to those adopted manuals. Director Davis advised that he would <br />put in 4 -way stops if directed to do so by the Board, but felt it <br />28 <br />i s � <br />
