PROCLAMATION <br /> DESIGNATING SEPTEMBER 28, 2013 AS <br /> NATIONAL ESTUARIES DAY - HANDS ACROSS THE LAGOON <br /> WHEREAS, the Board of County Commissioners recognizes the environmental, transportation, economic <br /> and overall quality of life benefits that the Indian River Lagoon provides to the Space Coast region; and <br /> WHEREAS, the economic value of the Indian River Lagoon has been estimated at more than $3.7 billion <br /> annually to our state and region; and <br /> WHEREAS, the central and northern segments of the Indian River Lagoon have lost more than 47,000 <br /> acres of vital sea grass habitat since 2011 from harmful algal blooms; and <br /> WHEREAS, numerous manatees, dolphins and pelicans have died in the Indian River Lagoon within the <br /> past year, resulting in the formal declaration of an Unusual Mortality Event; and <br /> WHEREAS, the residents of Indian River County are becoming increasingly concerned about the status of <br /> the Indian River Lagoon's water quality and overall health; and <br /> WHEREAS, National Estuaries Day will be celebrated on September 28, 2013, to recognize the importance <br /> that estuarine ecosystems serve as natural barriers to buffer against storms and floods, absorb and store carbon, <br /> and provide critical habitat for commercial and recreational fisheries; and <br /> WHEREAS, the Indian River Lagoon National Estuary Program and Marine Resources Council are working <br /> cooperatively with local and state governments, organizations and stakeholders in Indian River County to organize <br /> Hands Across The Lagoon event on National Estuaries Day on September 28, 2013, so as to give Indian River <br /> .ounty residents an opportunity to demonstrate their support for a restored and vibrant Indian River Lagoon by <br /> joining hands along selected causeway bridges. <br /> NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY COMMISSIONERS, INDIAN <br /> RIVER COUNTY, FLORIDA that the Board joins the Indian River Lagoon National Estuary Program and its <br /> partners by supporting the Proclamation of September 28, 2013 as National Estuaries Day - Hands Across The <br /> Lagoon. <br /> Adopted this 17th day of September, 2013. <br /> BOARD OF COUNTY COMMISSIONERS <br /> INDIAN RIVER COUNTY, FLORIDA <br /> �vER C o EjOhescher, hairman <br /> Q ley S.
