Mehta, P.E., Managing Director,Solid Waste Disposal District' �" <br /> Subject: New Oslo CCC Project -Amendment No. 4 to Work Order No. 9 to CDM Smith <br /> & Change Order No. 2 to Paul Jacquin &Sons, Inc. <br /> DESCRIPTIONS AND CONDITIONS: <br /> On July 12, 2011, the Solid Waste Disposal District (SWDD) Board approved Amendment No. 3 to <br /> Work Order No. 9 to CDM Smith for the design, permitting, bidding, and construction services for <br /> the new Oslo Customer Convenience Center (CCC). This design consisted of a "flat", on grade-type <br /> of facility that will utilize stationary compactors and enclosed roll-off storage containers for <br /> transport of residential solid waste to the landfill. CDM Smith's original construction services scope <br /> anticipated a six month construction period. <br /> On October 23, 2012, the SWDD Board approved a contract with Paul Jacquin & Sons, Inc. (PJSI) <br /> with the following construction timeline from Notice To Proceed (NTP): Partial Utilization - 120 <br /> days, Substantial Completion - 150 days and Final Completion - 180 days. The NTP was issued on <br /> December 5, 2012 with a recent SWDD Board approval on June 11, 2013 for Change Order No. 1 to <br /> PJSI approving an additional 74 days of construction time. <br /> The new Oslo CCC was opened to the public on July 26, 2013. However, due to inclement weather <br /> and change order items, the project is expected to have a total construction period of 314 days <br /> with final completion expected on October 20, 2013. As such, CDM Smith has requested an <br /> amendment to cover additional construction services needed for the project and has <br /> recommended approval for a Change Order No. 2 to PJSI to cover an additional 60 days for a net <br /> time increase of 134 days. <br /> ANALYSIS: <br /> CDM Smith has provided in Attachment 1 an Amendment No. 4 to Work Order No. 9 requesting <br /> $8,420 to cover construction services in the order of 80-man hours of project representative time <br /> covering the additional 134 days of construction time. The total hours are based on specific key <br /> inspections. Staff concurs that the construction services are needed to ensure that the contractor <br /> is meeting the requirements of the permitted plans and specifications.
