C <br />District School Board Special Meeting Impact Fees Minutes 19/11/20141 Stang, Judy <br />The District School Board of Indian River County met on September 11, 2014, at 9:30 a.m. The <br />meeting was held in the Indian River County Commission Chambers at 1801 27th Street, Vero <br />Beach, FL 32960. District School Board Members attending were: Chairman Carol Johnson, Vice <br />Chairman Matthew McCain, and Board Members: Claudia Jimenez, Karen Disney-Brombach, and <br />Dale Simchick. Dr. Frances J. Adams, Superintendent of Schools; and Suzanne D'Agresta, School <br />Board Attorney, were also present. <br />Special Public Meeting on Impact Fees <br />Minutes <br />Meeting was called to order by Chairman Johnson. <br />Chairman Johnson thanked the County Commission for the opportunity to come before <br />them in the Commission Chambers and for requesting further information. <br />11. PLEDGE OF ALLEGIANCE TO THE FLAG — Chairman Johnson <br />Chairman Johnson requested the audience to stand for a moment of silence in <br />remembrance of those who lost their lives in the attack on the Twin Towers in New York <br />City. Mr. McCain led the audience in the Pledge of Allegiance to the Flag. <br />III. Purpose of the Meeting — Chairman Johnson <br />Dr. Adams introduced her staff. Chairman Johnson said that the purpose of the meeting <br />was to give more in-depth information in answer to questions from the Board of County <br />Commissioners. <br />IV. Address by County Commission Attorney — Mr. Reingold, Esq. <br />Mr. Reingold said that before getting into a discussion on residential impact fees he <br />wanted to clarify some of the issues that came up at the meeting in June. His three points <br />of reference were: Could you charge school impact fees? What was your staff <br />recommendations based on need (policy question)? And, more in-depth information to <br />justify the need for additional classroom seats and how the fees would be spent. <br />V. Presentation by School District Staff - Mr. Morrison/Mr. Sanders <br />Mr. Morrison presented a PowerPoint that included the timeline (history), information <br />from the County impact fee consultants, history of impact fee collections, projects <br />partially funded with impact fees, and projected growth based on building permits that <br />included locations and maps. Mr. Sanders talked about the projects that were partially <br />funded with impact fees and future projects scheduled that included partial funding from <br />impact fees.
