To be consistent with the population utilized in the <br /> County's comprehensive planning process, this impact fee study considers not only the <br /> resident or permanent population of the County, but also the number of seasonal residents <br /> and visitors as well. Therefore, for purposes of this technical analysis, the weighted <br /> seasonal population will be used in all population estimates and projections. Weighted <br /> seasonal population projections used in the impact fee analysis reflect estimates provided <br /> in the Indian River County's 2030 Comprehensive Plan for seasonal residents. In addition, <br /> correctional facilities is one of the program areas where functional population is used to <br /> capture the presence of all people within the community, whether residents, workers, or <br /> visitors, to arrive at a total estimate of effective population need to be served.
