Indian River County I Impact Fee Update Study <br /> III. Solid Waste Facilities <br /> This section provides the results of the solid waste facilities impact fee analysis. There are <br /> several major elements associated with the development of the solid waste facilities impact <br /> fee: <br /> • Facility Inventory <br /> • Service Area and Population <br /> • Cost Component <br /> • Credit Component <br /> • Net Solid Waste Impact Cost <br /> • Calculated Solid Waste Impact Fee Schedule <br /> • Affordable Growth Strategy <br /> • Staff Recommended Fee Rate <br /> • Solid Waste Impact Fee Schedule Comparison <br /> These various elements are summarized in this section. It should be noted that solid waste <br /> impact fees are not very common and there is limited literature. Solid waste operations are <br /> typically an Enterprise Fund and tend to be self-sufficient in terms of funding. In the case of <br /> Indian River County, the Solid Waste Disposal District (SWDD), a dependent district, <br /> provides the solid waste services. <br /> At this time, the solid waste impact fee is suspended in Indian River County. Prior to the <br /> suspension, the County charged a solid waste impact fee to both residential and non- <br /> residential land uses. These fees were calculated taking into account both the landfill and <br /> garbage trucks used for waste collection. Since the last study, the County started <br /> outsourcing the waste collection service. The landfill is used by both existing and new <br /> growth on a continuous basis, and as such, it is difficult to establish a need directly tied to <br /> new growth. In this study, the impact fee calculations are based on the customer <br /> convenience centers, which are used only by residential land uses.
