INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Dylan Reingold <br />County Attorney <br />i4) <br />THROUGH: Stan Boling, AICP <br />Community Development Director <br />FROM: Sasan Rohani, AICP c' <br />Chief, Long -Range Planning <br />DATE: October 7, 2014 <br />SUBJECT: Community Development Block Grant Citizen Advisory Task Force <br />Generally, the County is eligible to apply for various Community Development Block Grants (CDBGs) <br />from the Florida Department of Economic Opportunity (DEO). From time to time, the Board of <br />County Commissioners approves submittal of an application to the Florida Department of Economic <br />Opportunity for a Small Cities Community Development Block Grant to benefit persons of low and <br />moderate income within the County. <br />There are several CDBG funding categories that the County may apply for including Housing, <br />Neighborhood Revitalization, Commercial Revitalization, and Economic Development. Our <br />applications must compete with all other applications submitted in each application cycle. All <br />applications are scored each cycle for funding, with a maximum potential score of 1,000 points. Of the <br />1,000 potential points, up to 200 points are available for a Community Wide Need Score (CWNS) <br />which is based on the county wide per capita income. Indian River County's current CWNS is 23. <br />Because of this low CWNS, to be successful in obtaining CDBG funding, the County needs to <br />maximize its CDBG application score by obtaining as high a score as possible in other scoring <br />categories. According to the County's CDBG consultant, it is important for the county to obtain every <br />10 points of additional scoring to rank high enough in an application cycle to receive funding. <br />Per a recently proposed new CDBG program rule, in the next application cycle the County will be able <br />to claim 10 points on its application for funding if it has an active Citizen Advisory Task Force (CATF) <br />that has at least 5 members and of which at least 51% of the members are from low to moderate income <br />households. Currently, the County's CATF has 11 members with 4 positions vacant. Of the current <br />seven active CATF members, only three are from low to moderate income households. <br />To be eligible for the 10 additional points, the county may re -structure and re-establish the Citizens <br />Advisory Task Force (CATF) in a manner that satisfies current CDBG requirements and the 10 point <br />F:\Community Development\CDBG\2014 CATF memo to Dylan.doc <br />218 <br />
