licensed contractor with completion reports was conducted. The removal of rodent <br />harborage and unsafe structures which existed upon the parcels with the debris <br />being properly disposed of at the landfill was completed. Over 250,000 lbs of <br />commingled solid waste from the surface piles was sorted, removed and <br />transported to the Landfill for disposal. Over 7,000 tires had been recovered, <br />transported and properly disposed from the surface piles on the parcels. The <br />contractor had to work around several vehicles and heavy equipment left on the <br />Subject Property by the previous property owner despite numerous requests by the <br />current property owner and the contractor to remove or relocate the machinery. <br />Additional corrective actions shall be required to evaluate sub surface debris and <br />potential soil or groundwater contamination. <br />This matter came up for a second re -hearing before the Indian River County <br />Environmental Control Board on August 28, 2014 and in a Third Order dated <br />September 5, 2014, ECHB shall not assess a civil penalty against the Respondent <br />for taking an additional 22 days to remove and abate all mosquito breeding areas <br />upon the Subject Property. Additionally, the current lien of $42,500 on the Subject <br />Property shall be reduced by $33,500 to a total of $15,000. In consideration of this <br />reduction, the $15,000 lien must be paid in full within 30 days of Third Order. Total <br />fine of $15,000 collected and Satisfaction of Lien executed. Case No. 515-13. <br />2. Environmental Health staff continues to work with Santosh International, Inc., <br />Respondents. Connection to public sanitary sewer is complete. Total fine of <br />$2,500.00 collected. Case No. 479-10 <br />3. Respondents Dale and Gail Savage, have owned real property located at 5205 94th <br />Lane, Sebastian, Florida, 32958. Total fine of $2,500 collected. Case No. 512-13 <br />Petitioner and Respondents, Sebastian Hospital LLC, DBA Sebastian River Medical <br />Center entered into a legally binding Settlement Stipulation dated August 15, 2014. <br />A Notice of Violation was sent to the Respondents on May 22, 2014, stating that the <br />Respondent was in violation with regard to various practices concerning disease <br />control measures. Upon receipt of the May 22, 2014, Notice of Violation, and <br />following several other points of contact including visits to the property and calls <br />with the Department, the Respondent contacted the Petitioner to resolve the <br />outstanding violation on the subject property. The Settlement Stipulation was <br />adopted and approved August 28, 2014, ECHB with a suspended $2,500 civil <br />penalty. <br />5. The Environmental Control Officer has made numerous attempts to fill the Attorney <br />Representative Position that has been vacant since February, 2014. <br />6. Legal matters for staff of the Environmental Control Board Office are now supported <br />by the County Attorney's Office. <br />7.
