Title. <br />This chapter and the terms and definitions contained herein shall be known as the "Indian River County <br />Impact Fee Definitions Chapter." <br />Ord. No 2005-015, 5-17-05) <br />Section 1001.02. Purpose and intent. <br />It is the purpose of this chapter to maintain the definitions of terms for the impact fee regulations for <br />Indian River County. <br />(Ord. Definitions in alphabetical order. <br />Capital improvement means land acquisition, construction, purchase of buildings, site improvement, <br />architecture and engineering services, purchase of vehicles and equipment with at least a five-year life <br />expectancy, and consultant's fees, but excludes maintenance and operation. <br />Developer means any person who seeks to develop land for future construction by: applying for a <br />change in land use, residential density, or zoning; applying for approval of any site plan or subdivision plat; <br />applying for development approval subject to the requirements of F.S. § 380.06; applying for an initial <br />concurrency certificate; and/or applying for a land alteration permit, building permit, or certificate of <br />occupancy. <br />Feepayer means a person commencing a land development activity by applying for a building permit <br />or an initial concurrency certificate. <br />(Ord.
