CONSENT AGENDA <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: October 13, 2014 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THROUGH: Joseph A. Brown, Budget Director <br />FROM: Jennifer Hyde, Purchasing Manage <br />SUBJECT: Acceptance of Resignation of Day Labor Contractor <br />BACKGROUND: <br />On September 23, 2014, the Board approved the award of Annual Day Labor Contractor Services <br />to A & Associates of West Palm Beach, as the sole responsive, responsible bidder. Work under the <br />agreement began on Monday, October 6th, and on Friday, October 10th, A & Associates submitted <br />its request to resign from the contract, citing misunderstanding of the work expected to be <br />performed by the laborers. <br />ANALYSIS: <br />Staff finds it in the County's best interest to accept the resignation of A & Associates and rebid the <br />contract. <br />The Road and Bridge Division has a blanket Purchase Order in place with the previous labor <br />contractor, Labor Ready of Fort Pierce, who have agreed to provide required laborers at the <br />previous contract rate of $11.28 per hour until a new contract is awarded. <br />SOURCE OF FUNDS: <br />At the time of contract award, the projected annual expenditures for the Road and Bridge Division <br />were $340,600. Staff anticipates approximately one fourth of that amount may be required during <br />the rebid period. Therefore, staff would like to request authorization to increase the amount of <br />the Road and Bridge Division purchase order with Labor Ready to $100,000. Funding for this <br />specific Purchase Order is available in and will be taken from account 11121441-033490, Road and <br />Bridge — Other Contractual Services. <br />Other using divisions are also able to utilize Labor Ready at their previous contract rate, as <br />required. <br />77 <br />
