McCoy, AICP SO <br />Chief, Current Development <br />P <br />September 23, 2014 <br />Harmony Reserve, LLC's Request to Rezone Approximately 122.06 Acres from <br />RS -3, Residential Single -Family (up to 3 units/acre), to PD, Planned <br />Development Residential, and to Obtain Conceptual PD Plan Approval for a <br />Project to be known as Harmony Reserve [PD -14-06-05/97080101-72309) <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its meeting of October 7, 2014. <br />DESCRIPTION & CONDITIONS: <br />This is a request by Harmony Reserve, LLC, through its agent Schulke, Bittle & Stoddard, LLC, to <br />rezone approximately 122.06 acres. All of the project's acreage is currently zoned RS -3, Residential <br />Single -Family (up to 3 units/acre). As part of the rezoning request, a conceptual PD plan has been <br />submitted for review and approval. The subject site is located west of 58th Avenue, between 37th <br />Street on the north and 33rd Street on the south. The purpose of this request is to secure a zoning <br />which allows construction of single-family homes and multi -family units with a project density of <br />3.26 units/acre. <br />Planning and Zoning Commission Action: <br />At its meeting of August 28, 2014, the Planning & Zoning Commission voted 6-0 to recommend <br />approval including two additional conditions to address concerns raised during the public hearing. <br />The concerns related to construction traffic on 37th Street and the phased clearing of the site. The <br />Planning & Zoning Commission's recommendation included a condition that construction traffic on <br />37th Street be required to come from the west (66th Avenue) and a condition that the site be cleared in <br />phases in order to limit open, unbuffered areas during development (see attachment #3). The Board <br />is now to consider the request and approve, approve with conditions or deny the request. <br />• Development Approval Options Available to the Developer <br />Although the site is designated L-2, Low Density residential up to 6 units/acre, it is currently zoned <br />RS -3 Single-family Residential up to 3 units/acre.
