11. COUNTY ADMINISTRATOR MATTERS <br /> 10:04 A. Indian River County Legislative Delegation Meeting <br /> a.m. (memorandum dated November 6 2014) 247-248 <br /> Administrator Joseph Baird summarized the Legislative Priorities <br /> List for the 2015 Legislative Session as listed in his memorandum. <br /> He wanted to know if the Board had any additions or deletions to the <br /> list. <br /> After a brief discussion, the Board's CONSENSUS was for each <br /> Commissioner to meet with Administrator Baird separately to <br /> discuss the priority list, future projects, and who would be making <br /> the presentation. <br /> 12. DEPARTMENTAL MATTERS <br /> A. Community Development <br /> 10:06 1. Condemnation, Demolition and Removal of Unsafe Structures Located at <br /> a.m. 13185 76th Court and 34 201h Lane S.W. <br /> (memorandum dated October 21,_2014) _______ 249-268 <br /> Building Official Scott McAdam provided description and conditions <br /> on the unsafe structures located at 13185 76th Court (owner Linda <br /> Jackson), and 34 20th Lane S.W. (owner Vincent Valenti). He <br /> recommended the Board declare the structures unsafe and a <br /> nuisance, order the buildings demolished, and approve the <br /> Resolution for the purposes of recovering the demolition costs. <br /> Discussion ensued regarding the unsafe structures, outstanding <br /> mortgages, and code enforcement liens. <br /> MOTION WAS MADE by Vice Chairman Solari, SECONDED by <br /> Commissioner O'Bryan, to approve staffs recommendation. <br /> Commissioner O'Bryan pointed out that on August 19, 2014, the <br /> Board approved the demolition of a structure located at 43 <br /> Highlands Drive, which had been completed; however, the property <br /> still remains unsightly. He stated that he would bring this back to <br /> the Board at a later date to request a clean-up, and stressed that the <br /> situation does not always stop once the building has been removed. <br /> Discussion ensued regarding encumbrances on the two parcels. <br /> The Chairman CALLED THE QUESTION, and the Motion carried <br /> unanimously. The Board declared the structures unsafe and a <br /> nuisance and ordered the buildings demolished, with related debris <br /> removed from the property by a private vendor approved through <br /> Board of County Commission Minutes <br /> November 18,2014 Page 10 <br />
