Baird, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services s <br />Prepared By: Terry Southard, Operations ManageroM'j- O <br />Subject: Request to terminate participation in FPL's Voluntary Commercial/Intl <br />Load Control (CILC-1) program <br />DESCRIPTIONS AND CONDITIONS: <br />The Indian River County Utility Department (IRCUD) maintains back-up generators at the <br />County's water and wastewater plants which operate automatically when normal power is <br />disrupted. <br />Through their Commercial/Industrial Load Control Program Schedule ("Schedule CICL-1"), o <br />Load Share Program, IRCUD has, through arrangements with FPL, agreed to have the main <br />power switch off at certain locations for specific short term durations in order to assist FPL n <br />reducing peak electrical demands on their system. IRCUD must then run the plants on <br />generator power during this brief, scheduled power interruption. The load share agreemeis <br />began on June 21, 1993, and November 13, 1995 for the county's various water/waste wat r <br />plants. <br />In partnering with FPL, IRCUD has an opportunity to run generators under load, to assess the <br />emergency automation of the plants during normal working hours, and make any corrections if <br />problems are found before an emergency occurs. FPL rewards IRCUD for this arrangement of <br />approximately $100,000.00 per year. <br />The four (4) facilities benefiting from FPL's CICL-1 program are: <br />1. South County Wastewater <br />2. South County RO <br />3. West Regional Wastewater <br />4. North County RO (Hobart) <br />ANALYSIS: <br />Recent changes to the Environmental Protection Agency's (EPA) rules on emission standards <br />require owners of diesel generators to comply with more stringent emission/hazardous air <br />quality guidelines. The new rules apply to engines based on horsepower, engine construction <br />date, and Carbon Monoxide (CO) emissions. The RICE NESHAP (Reciprocating Internal <br />"" Combustion Engine National Emission Standards for Hazardous Air Pollutants) rules, impacts <br />combustion engines such as those currently utilized by IRCU, and managed by FPL through the <br />Page 1 of 2 <br />182 <br />
