Potential CDBG Projects <br />Staff is in the process of developing a list of potential projects that could be submitted for this CDBG <br />application cycle. At this time the preliminary list includes the following projects: <br />• West Wabasso Sewer Phase 11 combined with the East Gifford Area Drainage Project to be <br />submitted as one application. <br />The beneficiary score is a major component of the grant application. In order to score high on the <br />subject category the project needs to benefit at least eighty five (85) households. Staff feels that only <br />forty (40) households out of fifty two (52) may hook-up to County sewer leaving a deficit of forty five <br />(45) to meet the target. Therefore, staff had to combine the subject sewer project with another <br />potential project to benefit low to moderate income households. Staff decided on a drainage project <br />within the Gifford Neighborhood. The east Gifford Area Drainage project is a recommended project in <br />the approved Gifford Neighborhood plan. <br />Guardian CRM, Inc., the County's Community Development Block Grant consultant for the West <br />Wabasso Sewer Phase I project, has offered to assist with assembling a new CDBG application. That <br />assistance includes evaluating the potential CDBG application score for each of the possible CDBG <br />funded projects. The results of the consultant's analysis was reviewed with the CATF at their meeting <br />held on November 6th, 2014, and a formal recommendation will be submitted to the BCC as part of the <br />second public hearing for the grant application. <br />Funding <br />If the Neighborhood Revitalization (NR) CDBG project is given consideration by the Board, some <br />preliminary estimates of the costs associated with the project should be evaluated. The costs presented <br />are estimates only since this concept is in the pre -design stage. <br />The West Wabasso Phase 11 sewer project is estimated to be about $1.1M. The CDBG grant monies, if <br />successful, shall cover $750,000 for capital improvements. Funding of $350K from other sources will be <br />needed to cover the gap between what the grant may pay versus the capital improvements necessary to <br />maximize the number of benefitting properties. <br />For the Gifford drainage area, it is expected that $250,000 will be necessary for the needed conveyance <br />systems and drainage improvements. Note that there will not be any CDBG grant funds available for the <br />Gifford drainage area. The East Gifford storm water Municipal Services Benefit Unit (MSBU) fund, which <br />is funded by residents in that unit, has an available balance around $19,000. Therefore, a $231,000 <br />delta exists which would require funding from the County's general storm water allocation within the <br />Optional Sales Tax fund. <br />4 <br />91 <br />
