Approval of Minutes of December 13, 2013 <br />ON MOTION BY Mr. Idelette, SECONDED Mr. Floyd, <br />the members voted unanimously (3-0) to approve <br />the December 19, 2013 minutes as presented. <br />Review of CDBG CATF and its Duties <br />Mr. Rohani introduced Mr. Corbett Alday, Guardian Community Resource <br />Management, Inc. who will assist the Committee with the upcoming CDBG <br />application(s). Mr. Alday explained the responsibilities ,of the CDBG CATF and <br />its duties. <br />Mr. Smith inquired if the new application will be separate from the <br />Wabasso project the Committee applied for last year. Mr. Corbett applied in the <br />affirmative. <br />Review CDBG CATF Categories <br />Mr. Alday reviewed a Power,.Point,,;presentation with the Committee and <br />highlighted the following CDBG CATF categories: Neighborhood Revitalization, <br />Housing Rehabilitation, Commercial Revitalization, land Economic Development. <br />The presentation is on file;awith the Commission Office. <br />Chairman Srnth inquired as to how,the points were awarded in the grants. <br />Mr. Corbett replied that HUD calculates the points based on U.S. Census. He <br />also mentioned .that every 'time lndi;an River County is awarded a grant, points <br />are deducted on"the-:next grant application. <br />Sasan also ointedof t' that unfortunately these grants are reviewed <br />County wide and not cormunity-wide. The wealthy communities in Indian River <br />County therefore skews the data. <br />Mr. Floyd asked if it would be helpful to submit the application early. Mr. <br />Alday confirmed that="getting beginning work on an application in early gives time <br />to earn more optional points such as `readiness to proceed' but will probably take <br />2-3 tries before an application is awarded. <br />Mr. Rigby asked if the West Wabasso Sewage Project was combined with the <br />Wabasso Phase I project. Mr. Burke stated that project is in addition to the <br />Phase I project.
