2204 LAWS OF FLORIDA <br /> after, and all engineering and inspection costs, including a proper <br /> proportion of the compensation, salaries and expenses of engi- <br /> neering staff of the City properly chargeable to such improve- <br /> ments, and all costs and estimated costs, including attorney's <br /> fees, in the issuance of bonds shall be deemed and considered a <br /> part of the costs of such improvements. <br /> Section 71. Any informality or irregularity in the proceedings <br /> in connection with the levy of any special assessments for local <br /> improvements shall not affect the validity of the same where the <br /> assessment roll has been confirmed by the City Council, and the <br /> assessment roll as finally approved and confirmed shall be com- <br /> petent and sufficient evidence &zt the assessment was duly levied, <br /> and that all other proceedings adequate to the adoption of the said <br /> assessment roll, were duly had, taken and performed as required <br /> by this Act, and no variance from the directions hereunder shall <br /> be held material unless it be clearly shown that the party objecting <br /> was materially injured thereby. <br /> Section 72. The City Council shall have power by ordinance <br /> to provide for a consolidation of all assessments which have here- <br /> tofore been made for local improvements in said City, so as to <br /> consolidate into one item the total amount of all Assessments <br /> for local improvements now existing against each lot, tract or <br /> parcel of land in said City, provided that there shall be no <br /> change made in the total amount of said assessments that would <br /> cause said consolidated assessments to be in excess of the total <br /> amount of principal and interest at the time of such consolidation <br /> of the assessments as heretofore made, assessed and confirmed <br /> against said property. The City Council may also provide by <br /> ordinance that all assessments for street paving that have here- <br /> tofore been made, where the costs of paving street intersections <br /> have been included in special assessments against abutting prop- <br /> erty,.shall be reduced in an amount not to exceed ten per cent <br /> of the total of the principal of such assessments against such <br /> property, and that the amount of such deduction shall be paid <br /> out of the general fund of said City, or otherwise, as may be <br /> lawfully provided by said City Council. The City Council shall <br /> also have the power by ordinance to provide that all assessments <br /> for street paving and sidewalks heretofore made in said City <br /> on corner lots where said lots have a greater depth than fifty <br /> feet shall be adjusted by assessing said lots on a basis of fifty <br /> feet frontage on the side street upon which said lots shall be <br /> located, but in no case shall the frontage assessed on the said <br /> ia � <br />
