2206 LAWS OF FLORIDA <br /> Section 75. The City Council shall make provision, after pro- <br /> viding for the consolidation and adjustment of assessments in <br /> accordance with the provisions of this Act, for each property owner <br /> against whom'an assessment has heretofore been made, to be notified <br /> of the consolidated and adjusted assessments, and notice shall be <br /> given to each property owner in said City that a consolidated and <br /> adjusted assessment has been made of property owned by him in <br /> said City, and such notice shall describe the property and shall <br /> state the amount of tho original assessment and shall state the <br /> amount of the consolidated and adjusted assessment and the time <br /> and place when the City Council will sit as an equalizing board for <br /> the purpose of hearing any complaint that the said property owner <br /> may have to offer with respect to the consolidated and adjusted <br /> assessment, which date shall be fixed at a time not less than ten <br /> clays from the date of said notice. It shall be deemed to be suffi- <br /> cient notice to the owner or owners of property against which spe- <br /> cial assessments shall have been made with reference to the consol- <br /> idation and adjustment of such assessments if such notice shall be <br /> mailed to the last known address of such owner or owners of record <br /> with the City Tax Collector of said City. <br /> At the time and place named in the notice herein provided for <br /> the City Council of the City of Vero Beach shall meet as an equal- <br /> izing Board to hear and consider any and all complaints as to such <br /> consolidated and adjusted assessments and shall adjust and equalizo <br /> the same on a basis of justice and right, and when said consolidated <br /> and adjusted assessments shall have been equalized and confirmed <br /> by the said City Council, said assessments shall stand confirmed and <br /> be and remain legal, valid and binding liens upon the property <br /> against which said assessments are made until paid in accordance <br /> with the provisions of this Act,and at the time of the confirmation of <br /> such consolidated and adjusted assessments the City Council shall <br /> provide that the first payment thereunder shall be made within a <br /> period of time not more than sixty days from the date of such con- <br /> firmation, and that if such first payment is not so made within said <br /> period of time that the entire amount of said assessment shall be <br /> forthwith due and payable; and shall make provision for each prop- <br /> erty owner in said City to be notified of the amount of said consol- <br /> idated and adjusted assessments as confirmed by said City Council <br /> and of the time within which the first payment thereunder shall be <br /> made, and the amount of said first payment, as well as the total <br /> amount of said assessment; and the property owner shall also be <br /> notified that unless said first payment is made in accordance with <br /> the terms of said notice that the entire amount of the assessment <br /> IA3 <br />
