LA\VS OF FLORIDA 2217 <br /> mission as herein provided when specifically authorized to do so <br /> by the City Council. <br /> (1) Shall have,sueh powers as are herein prescribed or as may <br /> be necessary for the proper discharge of its duties. <br /> (m) Shall be required to pass upon all matters s_ibmitted to <br /> it within ninety days, and if it shall fail to decide upon any <br /> such matter within said period, its decision shall thereafter be <br /> unnecessary and not required. <br /> (n) Shall thirty days prior to making the levy of taxes of <br /> each year transmit in duplicate to the City Clerk its estimate <br /> of-the amount of money required for its purposes for the ensuing <br /> fiscal year. <br /> (o) Shall at the time of the transmission of its esfimate men- <br /> tioned in the preceding sub-section make a written report to the <br /> City Council of the work of the City Planning and Zoning Com- <br /> mission during the preceding year; the report shall be certified <br /> by the City Planning and Zoning Commission and entered of <br /> record by the City Clerk and published in such manner as the <br /> City Council may direct; the City Planning and Zoning Commis- <br /> sion shall also make such other reports as the City Council may <br /> from time to time require. <br /> Section 106. The City Council shall enact and is hereby given <br /> the power to enact such ordinances as may be necessary to carry <br /> out and enforce the provisions of Section 105 of this Act. <br /> Section 107. The City Council shall have power, and it is <br /> hereby authorized and permitted to pass any ordinances which it <br /> deems necessary to carry into effect any plan or suggestion which <br /> the City Planning and Zoning Commission is authorized to make <br /> pursuant to the provisions of this Act. <br /> Section 108. The City shall not be liable in any way for any <br /> contracts made and entered into for any acts clone or undertakings <br /> begun or debts and liabilities made, assumed or created by the <br /> City Planning and Zoning Commission unless it shall first obtain <br /> from the City Council its approval of and have an appropriation <br /> made by it for the specific contract made or entered into by it or <br /> the specific debt made, created, incurred or. assumed. <br /> Section 109. That none of the powers, duties or prerogatives <br /> of the City Planning and Zoning Commission shall be construed <br /> to be in any way a limitation upon the duties, powers and pre- <br /> rogatives of the City Council, but in every case shall be subordi- <br /> nate and subject to the approval of the City Council. <br /> �3y <br />
