2190 LAWS OF FLORIDA <br /> Section 29. In the event there should occur, from any cause, <br /> a vacancy in any of the elective offices of aaid municipality, <br /> whether it be in any of the offices provided for and created by this <br /> Act, or whether it be in any offices that may hereafter be created, <br /> it shall be the duty of the City Council to fill such vacancy. In <br /> the event there should occur from any cause a vacancy in any of <br /> the offices of said municipality, other than elective offices, it shall <br /> be the duty of the Mayor of said municipality to fill such vacancy, <br /> subject to confirmation by the City Council. In either event the <br /> person so appointed to fill any such vacancy shall hold office for <br /> the unexpired term of his predecessor. <br /> Section 30. The City Council shall be composed of five coun- <br /> cilmen, each of whom shall receive not exceeding three dollars for <br /> each regular or special meeting he attends. The City Council shall <br /> prescribe its own rules and procedure and may prescribe penalties <br /> for non-attendance or disorderly conduct of its members and en- <br /> force the same. Four-fifths of its members concurring, it may <br /> expel a member for improper conduct in office. A majority of <br /> the members of the Council shall be necessary to constitute a <br /> quorum for the transaction of business, but a smaller number may <br /> adjourn from time to time until a quorum is obtained. The Coun- <br /> cil shall hold meetings at such times as it may determine, holding <br /> not less than one regular meeting each month. And said Council <br /> shall be the judge of the qualification, election and returns thereof <br /> of its own members and shall prescribe rules relative to any con- <br /> test over any election to membership thereon. <br /> Section 31. The City Council shall organize immediately after <br /> any general City election by electing one of its members president, <br /> who shall preside over the Council. When acting as Mayor, he <br /> shall be disqualified from acting as president or as a member of <br /> the City Council. A president pro tem shall be elected to preside <br /> over the Council during the absence or disability of the president <br /> of the Council. <br /> Section 32. The City Council shall have the power and is <br /> hereby authorized to create by ordinance such additional offices <br /> and provide for the election or appointment of additional officers <br /> or employees as it may in its judgment deem necessary. The Coun- <br /> cil shall have power at any time by ordinance to abolish any <br /> offices thus created. <br /> Section 33. The City Council may make such other and further <br /> ordinances not inconsistent with the laws of the State, as shall be <br /> deemed expedient for the good government of the City, the public <br /> I �� <br />
