Jerry Cygler, 1415 Corona Lane, discussed his safety concerns <br /> as follows: sprinklers in the South Beach area spraying onto the <br /> roads, creating a hazard for bicyclists; an increase in shark bites <br /> as a result of shore fishing; power outages due to above-ground <br /> electric lines; and dog bites from unleashed animals on the <br /> beaches. He also cited an instance where multiple trees were cut <br /> down, and asked the Commissioners to review the <br /> environmental laws. <br /> Vice Chairman Solari stated that he would send a letter to the <br /> South Beach Property Owners Association requesting that they <br /> monitor their sprinklers. <br /> 10:20 Addition 2. Request to Speak from Jack Pennell Regarding the Closure of the <br /> a.m. Winter Beach Customer Convenience Center. <br /> Jack Pennell advised that 200 persons had signed a petition <br /> opposing the closure of the Winter Beach Customer <br /> Convenience Center. He wanted to know why that decision was <br /> made. <br /> Director of Utilities Services Vincent Burke provided <br /> background and analysis on the factors leading up to the <br /> Board's decision on September 23, 2014, to close the Winter <br /> Beach Customer Convenience Center (CCC). Main factors <br /> included the high cost of operating the centers, the low tonnages <br /> of materials pulled in from the Winter Beach CCC, and the <br /> County's efforts to achieve the State's mandated 75% recycling <br /> goal by the year 2020. <br /> Larry Brown, 65th Street, voiced concerns about potential <br /> impacts on the Gifford CCC, since there will be increased usage <br /> at that site if the Winter Beach facility is closed. He also <br /> suggested that all residents who will be affected by the closing <br /> be notified, and that the Board hold a public hearing to receive <br /> citizen input. <br /> Chairman Davis spoke in support of keeping the Winter Beach <br /> CCC open. <br /> Rodney Walker did not believe that closing the Winter Beach <br /> CCC would lead to an increase in recycling, and he was <br /> concerned about illegal dumping. <br /> Commissioner Flescher advocated keeping the Winter Beach <br /> CCC open; he shared Mr. Walker's concerns about the <br /> possibility of illegal dumping. <br /> Board of County Commission Meeting Page 8 <br /> December 2,2014 <br />
