�-- grantee or become available before termination of the fiscal year for which the funds were <br /> appropriated, the Department shall offer the funds to unfunded applicants in order of <br /> priority. <br /> (7) Development Projects. The following constitute the specific procedures for <br /> administration of development projects. <br /> (a) Grant Period. The grantee will have two years from the effective date of the <br /> project agreement to complete the project. At the written request of the grantee, <br /> Department staff will extend this period for good cause such as financial hardship, public <br /> controversy, material shortage, unexpected weather conditions, or other major factors <br /> beyond grantee's control. Only two one-year extensions shall be allowed. After four years <br /> all funds not paid revert to FHWA. <br /> (b) Procurement of Goods and Services. The grantee shall secure all goods and <br /> services for accomplishment of the project according to its adopted procurement <br /> procedures and applicable federal requirements identified in the FHWA Recreational Trails <br /> Guidance manual. <br /> (c) Project Development& Environment Process. The grantee shall provide all <br /> information and appropriate documentation as required by OGT-15, referenced in <br /> subsection (2) of this section. The Department shall complete the process on the <br /> grantee's behalf. <br /> (d) Commencement Documentation. Prior to commencement of project <br /> construction, the grantee shall submit for approval the documentation described in the <br /> Recreational Trails Program Project Commencement Documentation Form, OGT-11, <br /> effective date May 1, 2001, hereby incorporated by reference and available from the <br /> 21 <br /> 43 <br />
