Baird, County Administrator <br /> From: Vincent Burke, P.E., Director of Utility Services � <br /> Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager AW <br /> Jesse Roland, Plans Reviewer <br /> Subject: Amend Resolution No.2003-151-Temporary Water Connection Agreement <br /> DESCRIPTIONS AND CONDITIONS: <br /> On December 3, 2013, BCC approved amending Policy 5.7 of the Potable Water Sub-element and Policy <br /> 5.8 of the Sanitary Sewer Sub-element to allow connection to the centralized water and sewer services <br /> for properties outside the USA that are not contiguous to the USA boundary but are within a limited <br /> distance(500 feet)of existing main lines that serve the overall utility system. On January 15, 2014 Mr. <br /> Kitner requested connecting to the existing County water distribution system located on 661h Avenue. <br /> He is currently on private well for potable water. <br /> ANALYSIS: <br /> Staff evaluated Mr.Kitner's request and prepared a Temporary Water Service Agreement per Resolution <br /> No. 2003-151, which has been utilized in the past for similar request. After further evaluation, staff <br /> realized that the Agreement approved as part of Resolution No.2003-151 was tailored more for Future <br /> Special Assessment Projects and may not suffice for other line extensions that are not assessment <br /> related. Therefore,staff is proposing to make some minor changes to the existing agreement Resolution <br /> No. 2003451, specifically to add language to include line extension projects in addition to special <br /> assessment projects. The proposed Resolution No. 2014-xx to include projects such as line extensions <br /> will assist residents such as Mr.Kitner who live outside the USA to connect to County potable water. This <br /> will also assist the County to recoup some of the Capital costs when a service line is replaced and <br /> extended as a transmission or distribution line in the future to serve new consumers. The revisions are <br /> highlighted for ease of reference in the amended agreement as part of the subject agenda item. <br /> FUNDING: <br /> No County funding is required to satisfy this amendment since per the revised comprehensive plan <br /> amendment Policy 5.7 and 5.8, any and all costs associated with connecting a property to the potable <br /> water system, including costs associated with survey, design, permitting, construction, restoration, <br /> inspections, and certifications,will be borne by the owner of the connecting property. <br /> 54 <br />
